Modernizing Program Management Across a Matrixed Federal Technology Portfolio

My work across the matrixed DOE/NNSA technology portfolio spanned three connected efforts:

  1. Program Management Center of Excellence,

  2. Production application, and

  3. Common change-management process.

The work standardized 35+ tools and templates across all client programs and delivered a production application serving 325+ federal and partner users. I held direct architecture and deployment authority for the application’s dashboard component and served as sole lead for the change-management process.

Challenge

The portfolio managed program information through separate tools and practices. Guidance and templates varied, Smartsheet data required manual entry, and reporting focused more heavily on individual projects than program-level decisions. Program and technical teams also followed different procedures for managing changes.

Federal program managers needed a more consistent way to plan work, report status, document decisions, and manage changes across a distributed organization. Addressing those problems required coordinated changes to standards, technology, reporting, and process.

Approach

For the Program Management Center of Excellence, I designed the charter, roles-and-responsibilities matrix, implementation plan, and supporting materials, secured charter approval, and revised the design when leadership narrowed the original structure. The resulting Center of Excellence gave programs a common set of management tools and templates rather than requiring teams to develop separate approaches.

For the program-management application, I gathered requirements, defined the dashboard architecture and data relationships, prepared core requirements and release materials, and managed production deployment. I focused the dashboard on the information program managers needed to compare work, identify issues, and support decisions across the portfolio.

I also led the design of the program change-management process. I reconciled existing procedures used by program and technical teams, defined common review and decision points, and revised the process when the client changed the effort’s intended boundaries.

My Role

I served as a Program Management Analyst supporting DOE/NNSA/NA-IM. I led assigned work across federal and contractor contributors without formal direct reports.

I served as the sole lead for designing the program change-management process and held direct authority over dashboard architecture and deployment. I also owned assigned program-management standards, reporting products, and supporting materials. Federal officials retained final client approval.

Results

The work produced three concrete results:

  • Delivered a production program-management application serving more than 325 federal and partner users by defining dashboard architecture and requirements and managing production deployment.

  • Standardized more than 35 tools and templates across all client programs by helping establish the Program Management Center of Excellence. A three-month pre- and post-implementation comparison estimated that reuse and standardization saved 14 business days.

  • Reconciled procedures across program and technical offices by designing a common change-management process with consistent review and decision points.
